The Qualifications and Vocational Education and Training Development Centre (KPMPC), founded on 29 February 1996, is Lithuania’s leading educational support institution under the Ministry of Education, Science and Sport. We drive the development and quality assurance of Vocational Education and Training (VET) and lifelong learning systems, ensuring they meet the evolving needs of our economy and align with national and EU initiatives.
Our core responsibilities include managing the Lithuanian Qualifications System and Framework, developing and renewing sectoral qualification standards and modular VET programmes, and assessing both VET institutions’ readiness to deliver formal training and external bodies’ capacity to evaluate competence. We provide methodical and consulting support to VET providers and adult educators, coordinate 18 Sectoral Professional Committees, and oversee the national apprenticeship portal (www.pameistryste.lt). Recent highlights include the launch of the final-assessment system for VET graduates’ competences and our contribution to the new Individual Learning Accounts scheme.
As Lithuania’s EQF National Coordination Point and EQAVET Quality Assurance Reference, and since 2003 as CEDEFOP’s ReferNet coordinator, KPMPC maintains active partnerships with national stakeholders and international bodies such as CEDEFOP and the OECD. Through these networks, we monitor best practices, disseminate policy updates, and champion quality, inclusivity and innovation across all levels of vocational and adult education throughout Lithuania and beyond.

Role in the FarmForward project
As Project Coordinator, KPMPC will oversee the overall management, quality assurance and risk monitoring of FarmForward, developing the Quality Assurance & Risk Management Plan and steering both the Directors’ and Executive Boards to keep the project on track.
As leader of WP2, it will draft and refine the “Educational Strategies for Climate-Resilient Agriculture” and “Resources for Continuous Learning” modules, coordinate country-wide surveys and focus groups, and pilot the “Train-the-Trainers” workshop in Lithuania before rolling out the Climate-Resilient Farming Handbook.
Building on WP2 evidence, KPMPC will also contribute to WP3 by co-developing the “Renewable Energy in Farming” booklet, ensuring seamless integration of sustainable energy practices into the suite of Educational Resources for Sustainable Farming. Finally, it will host FarmForward’s culminating dissemination event in Lithuania and support WP4 by helping translate and promote the Expert Insights Series and Policy Recommendations Collection at national and EU levels.
Team Members
Jūratė Tamošaitytė is the project coordinator. She has over 20 years of experience in project management, coordinating and monitoring project activities, preparing training programmes and conducting training for adults. For the past 9 years, she has been responsible for the EU-funded projects aimed at popularization of VET and lifelong learning through different media channels at KPMPC.
Irma Menčikovienė is the financial manager.
She has more than 20 years of experience in finance management and more than 9 years of
experience in managing and monitoring budgets of EU projects.
